地理信息系统Land Harness土地整理在我国无论是理论，还是实践尚未形成完整的知识体系，有待于进一步完善和发展。通过本课程的学习，可以使学生掌握当前土地整理的理论知识、技术与方法，培养学生分析和研究问题的能力，为将来从事土地管理与研究工作打下坚实的基础。

土地整理”一词最早源于德国、法国和俄国等欧洲国家，我国在建国初期从前苏联引入， 1998年8月29日九届全国人大四次会议修订通过的《中华人民共和国土地管理法》将“土地整理”作了明确规定。
土地整理的理论问题是本课的重点内容，主要介绍土地整理的内涵、实质和特征、土地整理的内容、任务和原则、土地整理潜力和效益分析的内容与方法探讨及土地整理与耕地总量动态平衡、农村城镇化、经济增长方式的转变、农村土地承包制、土地权属、土地利用规划、景观和生态保护等相关内容的关系；土地整理的运作主要介绍土地整理运作的程序、关键、要点及运行机制；介绍土地整理规划设计的内容、方法和技术要求；介绍我国和世界主要地区土地整理的实践和模式。
Introduction:
Summary: Land harness is originated from ffice:smarttags" />Germany, France and Russian. It was introduced into our country from UR and instead of Land Planning in fifths. The fourth meeting of the ninth NPC (National People’s Congress) formulated the “Land management law of People’s Republic of China” and fixed it explicitly. The subject of this course emphasizes on the theory of land harness. The mainly content include the intention, essence and feature, principle of land harness, latent capacity of land management and the content and way of benefit analysis, the land management and farmland’s dynamic state, countryside urbanization, the change of economic development, land right, the household contract management, land using planning, landscape and ecological protection, etc. The operation of land harness mainly introduces its process, key points and operation mechanic. Through studying the subject, the students will grasp the theory of land management; and their analysis ability will be advanced. It will be helpful for achieving better ecological, economic and social profit.
